I really want to play with my friends from subj counrty but DB aint’ availavle in Steam for them.

When the game will be available in Belarus?
That isn’t a regional lock (such as making it only available in USA/Canada/Mexico or not available in Asia), so I can only believe there are some legal or contractual reasons keeping them from getting rid of the lock on that specific country.
The country of Belarus is under EU santions (regarding export from a EU country into Belarus) for grave human right violations and voter fraud by Lukasjenkos regime. This does not pertain to entertainment in general, but I guess SD is approaching this with a ‘better safe, than sorry’ mentallity. Previous ID titles has been barred from export to certain countries, since they contain encryption technology, which is considered to have millitary applications. With encryption being free and out in the wild for decades, this seems particular absurd, but the law is the law.
Their new partner, Wargaming, is from Belarus, but there are no sanctions on investment in (except for a few individuals companies) and importing from the country.
So to make a complicated answer short: DB will come to Belarus when the government stops imprisoning, torturing and killing dissidents, and Lukasjenko releases his power grasp on the country and allows free and fair elections and a free press, and/or the EU gives up their sanctions, or Brexit happens and the UK unilaterally gives up the sanctions, or the SD lawyers finds a loophole were they can be sure to avoid prosecution by their own government, whichever comes first.
