What is Phantom doing

Phantom is a controversial mercenary and many people see him as having no role. Many people have ideas about how to change him and I hope to list a few that I have heard about.
Cloak - some people say that now, his cloak is to visible and noisy. Sometimes I feel like agreeing and sometimes I disagree and sometimes depends what map I am on. I think that the noise is a good way for you to here he is near (sometimes by that point it is too late) and I am not sure how I would change that myself.
Some people suggest also nerfing how much damage his shield can take. I personally think that if it could take more damage from bullets and melee, but the same amount from explosives ect. Then that would be ok but that seems a little silly i know.
Katana - it has been thought to be actually weak. Most mercs take 2 quick swings from the katana, the same amount from the bat (which has a quicker swing). I don’t know if it should be made quicker or maybe more damage but it does seem slightly pointless.
General - it has been said that phantom is pointless and has no reason to be in the game (renpsy I’m looking at you). He is designed at the moment for killing people, but he isn’t always that good at it, compared to a merc like Fragger. And that is a fair comment. What is phantom supposed to be doing? He can’t repair,diffuse or plant as quickly as engineers, he isn’t good at area denial, he can’t lay traps. He just wanders around, with his cloak on.
A suggested change (I first heard this from kandyrew although I know other people have mentioned this) is to give him an ability to hack enemy deployables and make them for your team. I can see the thinking but this is only really useful for turrets at the moment because you can get ammo from enemy stations and if you get close to proxy mines the blow up. Some reworking would have to be done for this.
Make hem and engineer? It could work and seems very plausible. Although would it be too sneaky to OP. He would have to de cloak to plant ect. But he might be able to pull off some secret plants (not that secret).
Recon? He used to have a sniper rifle right? It sounds a lot like planet side 2 infiltrator. Would that be too copycat? Would it work? We have vasilli, Redeye and soon Aimee, so would there be a point (same with engineers).
Anyway I think even though he isn’t much of a team player and doesn’t have much purpose, he is quite balanced at the moment and he is just there for fun and to be a spooky, scary skeleton.

I’ve posted ideas for changes to Phantom, one involving him interacting with a recently killed enemy, spotting all enemies or at least everyone in a much wider radius than Vasilli’s heartbeat sensor at the price of a much longer cool down than the others and needing to expose himself while interacting with the body, something other Recons don’t have to worry about.

The other commonly brought up thing is his cloak being too loud and even on a head on fight or sneaking up and damaging an enemy he’s too squishy compared to other 110-120 health mercs, my thought was while giving him the speed of a 100 health merc, giving him 120-125 health and no shield applied to his Refractive Armor, hand waving that it’s both light as it is durable.
