Friendly fire servers already exist, it’s called ‘ranked matchmaking’ and DBN servers.
No idea why you want dx11 though.

DX 11 updates (when done correctly) mean better overall in-game performance with faster load times.
As for ranked matchmaking I have given that a wide berth, due to it being in general from feedback a cluster fook, with regards to hacking. DBN holds no interest to me so effectively FF severs are hidden unless you want to get “serious” about this game. With no place to practice or get accustomed to not spam fire willy nilly.

pretty sure they’d have to rewrite A LOT of the game to change up to DX11 even if their license allows it
