What does 'Springy' exactly do?

“It reduces the penalties of jumping / long jumping”. What in fact are these? Can someone tell if they know?

After jumping a couple of times you’re slowed down slightly. Same with long jumping. Springy reduces these effects making you a bit more mobile when jumping constantly (handy for motoring around maps).

I assume you mean what are the penalties, not jumping. I think it just means the short time you walk slower when you touch the ground after jumping. After long jumping anyway
