The reason you can’t download it is because you don’t have to.
You receive the mercs and items when starting Dirty Bomb.

I didn’t receive my credits or mercs, or cases.

If you are trying to redeem it off the webpage, you might have an extension like adblock that is blocking it somehow. Try from your actual steam client and see if that helps. If you already activated it, as the message you provided indicates, try restarting the steam client or your computer, sometimes a filled cache can cause these odd things.

They usually say that when you try to enter a second code for the same thing. For example people who managed to get several alienware code couldnt enter the other one even if working code because they already got one. Are you sure you didnt entered a code already ?
