what causes a server to change to 8 players?

net_allowServerHijacking 0

To:

//Server HiJacking
net_serverAllowHijacking 0

The default server.cfg that SD shipped with the dedicated server files had the allow and server transposed.

You’re also assigning two private game slots but you’re not including a password for those reserved slots. You may want to define one.

If I had to guess it may have something to do with

applyServerConfig custom

Since you are defining the game paramters in your server.cfg you do not need to execute the applyServerConfig command.

You may also want to define:

bot_minClients "16"

si_maxTeamSize "8"
