A passageway? Maybe it’s dangerous down in the roads, or it’s inaccessable?
Oh, I always thought that was a slide for the office workers, so that they could have some fun after a long day at the office.

maybe they are trying to pump out radiation with ventilation channel
there are several government buildings made to resist radiation from outside but when the radiation originates from the inside of the building its hard to come off since the building has a different air compression
thats why the air inside the building is vented to a more contained places (such as Underground) to remove that radiated air from the building.
