Weapon textures blurry when first switched to - looking for a fix (Unreal 3 Engine issue?)

I posted on the Dirty Bomb reddit about this, but though i’d pick the brains of the assembled Mercs here as well.

Is anyone else seeing blurry textures on your weapons for the first few seconds when you switch to a new weapon?
I am guessing it’s related to how quickly the game engine can draw new textures. I am told this is an issue with all games built on the Unreal 3 game engine.

I found the below two articles on how to resolve this issue

http://www.randomguy7.com/blog/how-to-remove-all-texture-streaming-in-unreal-engine-games

But I am having trouble locating the .ini file in question so I can attempt to edit it.

Is it this file? C:\SteamLibrary\steamapps\common\Dirty_Bomb\Engine\Config\BaseEngine.ini
Or this file?C:\SteamLibrary\steamapps\common\Dirty_Bomb\ShooterGame\Config\DefaultEngine.ini

I ask as both seem to be missing a “bUseBackgroundLevelStreaming=???” entry. Is that normal and it’s something that I have to add? or should it be there and I am looking at the wrong file?

I believe the .ini file you’re looking for is in My Documents not the Steam folder, under Games or My Games folders
