Who wants to upgrade cobalt blue, cobalt chrome and Alpenfaj colors?

I won’t commit such sacrilegious acts… not even on my unwanted loadouts.

No. In the original weapon skin release they noted that in 2018 the condition levels would be able to be “polished” by way of fragments (or something like that). They also indicated you’d be able to ‘trade up’ your unwanted weapon skins. It’s on the weapon skin mini-site.
