Was Phantom intentionally released overpowered as a money grab or was this a developer oversight?

Considering they putted it early in the game life stage, nerfed it then removed it i wonder why they felt the need to re-put him into the game in this broken stage. My only guess is money, can’t think of anything else.

was removed because his lunge was way too powerful, it’s now gone, now it just needs cloak timing tweaks
