I’m an idiot. I forgot I changed some settings in AMD control panel last night and forgot to change them back.
Was getting 80FPS, now I'm only getting 15

Also,
does anyone know which folder holds the main config files. Deleting them doesn’t actually reset my settings.

You can find them here: “My Documents\My Games\UnrealEngine3\ShooterGame\Config”
But some settings are synced so you will have to change them ingame not in config files.
