UPDATE:
It seems the issue is fixed by a windows 8.1 auto update…
I formatted my system a day before these issues started and there have been times when it has been fine. However since the update there is about a 10 overall ping reduction and less fluctuations when pinging 8.8.8.8
Overall I feel the warping is cause by a netcode issue that I am going to attempt to explain…
When a delay is caused by a ping spike the server does attempts to fill in the blank with movement. (this is why on a disconnect people continue to run in the same direction until the server crashes) However due to the data only being delayed the server is then ADDING that movement to the movement that was already predicted. Hence why you warp forward instead of warping backwards. I could be completely wrong but its the only thing that seems to make sense.
So this is a video recorded on a local server (EU) and low ping (20 - 30). I also checked multiple times the network traffic and other things I believed could be “my fault”. Could not find anything that pointed towards that being the case. I even tried playing multiple other games with no lag issues during testing.
Please watch the video and let me know if you are having the same kinda issues or if you have noticed the problems get any worse recently.
Yes the FPS is high but the game still feels like it runs at sub 60fps.
These images where taken immediately after leaving the second game.

EDIT
