First off it’s not a problem at all. I’m just curious to know. As in other games the results are different. Most of the time if you put vsync off you get a lower ping. In this game I get a lower ping if I put vsync on.

4ms is pretty much margin of error, no?
At least mine regularly varies by this amount through the course of a match, sometimes more.
It goes from 28 stable ( no variation in like 5 minuts) to 24 stable. And it happens everytime when I put vsync on. I will test it on my laptop.
EDIT: Same thing happens on my laptop. With vsync on ping is between 8-16 with vsync off between 20-24

Interesting, perhaps the thread that reports ping has a low priority but is afforded more breathing room when things are being throttled via vsync.

So when you have 60fps, it will also send packets at that rate, right? If so then a higher packet count will surely cause higher ping.
