Vote shuffle overriding vote kick

So there was a hacker in my server today and we couldn’t kick him because the moment that vote kick started he would call a vote shuffle. Then we couldn’t kick him after because of the timeout delay. Fix please?

That’s happened to me quite a lot. I think the hacker can automatically change a vote to kick, into a shuffle vote.
