Pretty sure the movement is still being tweaked, but you can consistently get over the Victoria wall from ground level using a crouch jump + some wall mashing. I recorded a video of me doing it, and can land it more or less 1st or 2nd time each attempt. This one was kinda sloppy as fraps kills my fps, but you get the point at least.
