Unusual high ping(~300 ms) in Asia Servers but another friend using the same ISP has lower ping

I am getting high ping in Asia servers which hovers around 300 but my friend who uses the same ISP and the same plan gets around 120 ping . How is that possible and is there a fix?
P.S. Strangely i am not getting ping in the server browser (replaced by a “-”).Any fix?
