I have mixed feelings both playing as and against Phantom, I bought him on release and had way too much fun with the way the katana worked before even noticing one could spin in place with it and Phantom’s high score, if that was all one used as reference was pretty obvious due to there being bonus badges for melee kills.
The fact that one could turn with the katana was obviously an oversight, Splash Damage also reduced it’s range for some reason and nerfed Chopper so wouldn’t do up to 110 damage.
The Refractive Armor was nerfed in too many fields, If they wanted it to be a cloak along with a shield Splash Damage could’ve done many changes but kept somethings the way they were, damage exceeding what the armor could take eating away into health making perfect sense though.

With the focus being Visibility, Recharge Rate and Defense
Low Visiblity, Fast Recharge rate? Low Defense
Low visiblity, High Defense? Low Recharge Rate.
Then theres the fact that his health was toned down to 110 which doesn’t really make sense considering the guy was visibily the most armored of all the Recons and instead of using some shield/cloak combo they could’ve just given him ahove average health/high mobility for that health class but a decent cloak and shrug it off as “that’s that protective but still light enough.”
Finally Heartbeat Sensor detection no longer disabling Refractive Armor, but will still spot Phantom, What.
