Unable to save settings. (Persistent problem)

I am sick and tired of this ****. It seems as if irrespective of what I do, my video settings will not change.
Every time I save my settings. It reverts back to the original thread-sync to on, and windowed mode.
Those settings in particular are the ones that drastically affect performance on my PC, and coincidentally, I am unable to change them.
I’ve spent hours in the ini files configuring for performance and this has changed nothing. Everytime I turn to video settings, windowed mode as well as thread sync are ALWAYS on. WHYYYYYY???
