Unable to buy cases

On my PC I cannot buy cases that require real money (USD) due to the fact that my steam overlay is apparently disabled even though I ticked the box in the steam settings and the game settings. This is my computers fault. I was wondering and hoping that the makers of the game could put in the cases as steam DLC (like Santa’s Sack Pack and Stocking Stuffer Pack) so people could buy it in steam without having to go into the game.
