Turtle is probably already finished. His model, his skills, everything.
What we know of Javelin is the name, that she is probably female, a concept model, which Nexon deletes from here when someone posts it, because “NDA” and the rocket launcher.
Even though Javelin is the only thing that I’m actually waiting for in this game, it will take a looooooong time if she will ever get confirmed as a merc we will actually get.

It’d be better to have both of them released, to balance out both defensive and offensive capabilities. Since pretty much everyone will be choosing them on week 1.

Seeing how Turtle was an Alpha stage character and is apart of the original rooster (even though he was never in any of the public build) and that Javelin is unknown Merc who the only thing we know about is she might have a rocket launcher (also is probably a woman), oh and we have seen a 3d rendering of Turtle while we haven’t even seen concept art for Javelin…

Turtle is the most complete of the two, he actually has voice lines that have been recorded.
Edit: He’s also appeared in a trailer, as far as I know all there is on Javelin is concept which nobody can share cause NDA, that Javelin is probably a female and the rocket is their ability.
