Turret start up time...

So, I have been noticing a great inconsistency when it comes to lock on time with Bushwhackers Turret. This is most noticeable when its first built but also happens throughout its lifespan.

I was wondering if the Turret was controlled on the client that placed it rather than the server. If so, player location and lag between the players is having a major effect on perceived lock on time. This could be due purely down to latency or maybe even down to a clients frame rate.

If this is not the case, I believe there is an issue with the animation system or maybe even server lag.
