I have all the cards that the achievements request, they came from trades, but I don’t have the complete achievements
Trades from steam do not complete the achievements!

Trading the cards will not complete the achievements, you must craft them.
I can tell why the description is confusing. When achievements were released initially the system behind obtaining higher rarity loadout cards was different: Back then you upgraded to a new tier by sacrificing a bunch of lower tier cards for one higher tier one (e.g. five gold cards for one cobalt). You traded them up, hence the remark. However, then the system was changed to the one we have today: You recycle cards, gain fragments and craft loadout cards from these fragments; to clarify as to what’s meant the term crafting was appended.
