I was pondering the question earlier, of whether or not there will be some story elements (or battles for that matter) involving some high level NPCs. For instance, who is head of Security on The Ark? Who are the “big wigs” funding the operation? Who do the resistance members see as their leader(s)? All good questions I think.

The Chozo built the Ark as a lesson for mankind in how to live in harmony with nature, not against it before moving on to another dimension to live in peace for eternity.
Sadly the humans didn’t do good job of following suit and decided to live as normal, then the environment went to **** with all the ice caps melting and seas rising. Then they remembered that thing aliens built and decided to try live there.
Unfortunately for them a good few years before this Richard Branson claimed ownership of the Ark so when they all turned up in there 1000s only those with enough money could live in the residential areas of the Ark and the rest had to make their own shelter on the outskirts.
So to answer your question Vaporman, Richard Branson ‘owns’ the Ark but it didn’t require any funding as it was built by the Chozo as a self sustaining structure maintained by the sentient robotic Elysians who were also built by the Chozo.
The Resistance however are led by John Connor.
NPC != Multiplayer compatible which it needs to be since singleplayer = multiplayer. Possibly could work with an adventurous mapper/modder though.

I’m glad this is finally cleared up. I’m not sure where it originated, but I had the impression that Lex Luthor was Chairman of the Board on the Ark and was trying to eliminate the resistance castaways lead by Gilligan and The Skipper.
