Does anyone know where I could find a good app that makes seamless tiles out of an existing texture?

Im ok usin photoshop 4 simpler stuff like err bricks but when i try and do grass it always ends up being a not quite right, ne further advice???

Cut the top sectionoff, and paste it to the lower area of a new layer, so that it overlaps slightly. Then trim the upper edge of this new section along natural division lines, then flatten everything to one layer.
Repeat for the left & right sides.
