Thunder was bad since December. Even then, he was never really viable on his release either.

Thunder’s biggest issue is that he’s not Fragger. His 10HP extra doesn’t make up for his larger hitbox, his gun selection is a bit more inferior (arguable depending on preference), his loadouts are inferior and his special ability is inferior since an explosion would do as well or better in almost all useful situations.

I don’t agree that he’s “trash”. However, he’s not Fragger. So in 5v5 you’ll still always use Fragger and in pubs it’s still better to go with Fragger.
