the chance of opening a case and getting a CW card is 2%, but the chance of successively opening cases and getting only non-cw cases gets lower with increasing amount of cases. but it is still a probability.
the probability of getting 0 CW-cases in 100 is ~0.00000002%; of 1 in 100 is 27.0%, of 2 in 100 is 27.3% and of 3 in 100 it is 18.2%.
So you can say, that it is most probable to get 1 or 2 cases in 100, but it still is “very lucky” to get just one.
lets see if we open 1000 cases:
getting CW skins: 0 -> 0.00000025, 1 -> 0.0000035, 2 -> 0.000045, 3 -> 0.00025, 10 -> 0.55%
isn’t it fun to see how much people overestimate their chances?
Getting 3 skins from 10 cases is 0.01%. almost impossible 
but hey, playing the lottery even less probable to win, but people still do it, when they feel lucky. It depends where you start to speak of lucky.
