Because he is Jailed, in the FAQ jailed is classified as:
JAILED– When someone has over 3 warning points they will be “jailed.” They will then have limited posting capability and their avatar gets bars put over it. They can no longer start discussions, can not post as often, and have their signature hidden. Jailed users are let out after their time has been served. Obviously if a user still does bad things while in jail they will get banned.

I think it limits you posts per day or somthing.
It is temporary as far as I know.

Let’s say that i didn’t watch my dirty mouth and a dev commented on that post but i hate the nights watch and what they did in season 5 in GAME OF THRONES.

Nope, that’s not why I disliked your comments. I gave the dislikes because I didn’t like them. You called someone out for disliking your comments (as you have done here again) and then decided to triple post about it whilst ridiculing him for disliking your comment. If you can’t handle people not liking your comments then the internet is not a good place for you.
