In Steam, right click on the game, select Properties, then go to Local Files Tab, then click on Verify integrity of Game Files.

Sorry I should of mentioned I actually have done that like 20 times and it made no difference at all.

Chances are one of the MS-VCPP redistribution files are missing in the system.

Which one it is, idk for sure
