The Extra Supplies in game doesn`t work

There`s no cooldown reduction to ammo packs(still 8s)、ammo station and airstrik(still 70s) except artillery designator(reduce 20s to 17s)

OH, it works on ammo station but motolov genade and orbtal laser.

tell me why does the artilly designator belongs to EXTRA SUPPLIES except airstrike?
