As a Sparks player myself, I gotta say, good job on this one SD. You actually nerfed precisely what made her terribly unfun to play against, instead of beating around the bush.
The excellent Sparks nerf
From the surface, it seems impeccable. Before Sparks could spam shots, so the RoF nerf stops annoying Sparks poking you from across the map.
And the get up speed change is actually amazing. How many times have I killed someone, only to have them instantly revived by a Sparks? It’s just plain evil.
Also what sort of job you got, I’m really bored rn.

I don’t like it. The problem for me was that she was too good at fighting and reviving. SD once again nerfed the revive mechanic, which stacks on top of the minimum charge required for a rez. She is supposed to be a super-reviving medic. Nerf her damage output instead SMH.
Do they want her to be used as a rambo medic?

Yeah, she shouln’t be another sniper, and just be a long range reviver.
She requires slightly more minimum charge to fire the REVIVR, and revives take a full second before the merc is up.
If you want a run-and-gun medic, you can choose Sawbones. The reviver rifle does 60 per body shot, but just about any other gun in the game has a higher DPS. Sparks is only decent if grouped with her teammates. While she can be annoying to fight against at times, I don’t personally believe that she deserves the same nuking that Phantom received. She’s viable, but in competitive, the other medics are just as useful. She’s unique and stands out, but is not the most viable. She’s fine as-is.
(Her med-packs are made of band-aids, and do not do well healing any large number of teammates, which seems a fair balance, since she’s better at reviving than the other meds. If your opponents can gib enemies with an airstrike, kira laser, Molotov, or Nade of any type, Sparks loses her strong point. She may be decent at sniping, but both red-eye and vassili are better options if you’re looking for raw damage. The fact that sparks can act as a sniper makes her different: not overpowered.
Watch the Sparks players getting 4 or 5 kdr in pubs - they’re downing those med packs like tic-tacs and care little for their team. Reviving is incidental. And I don’t blame them tbh as trying to revive people during combat is terrible when you consider the time it takes to charge a shot and then wait for the getup time to pass. I will not say she’s OP but I think she’s broken and needs to be rethought.
Rather than state what’s wrong and right, what would your re-think of sparks be? - give her a primary sniper rifle and allow revives with a separate weapon?

Reduce the damage on the revivr (falloff damage would be a good start) and recalibrate revives so they are not as spammy and godlike at very long range. Then you reduce the gib window on her revives. Make her health packs bigger and easier to land on target, as well as easier to see when they are on the ground (hud icons are a visual band-aid)
It’s not good that SD are balancing medics as a class around her ranged revive. All the medics took a hit due complaints that originated with the potency of her revivr (which at one point had a short leash because of quick charge battery power). Why she gets to be an excellent sniper at the same time is beyond me.
If Sparks is going to snipe, she might as well use a sniper rifle and have horrid speed.

murders poor JJMAJR … The speed is a bit of a requirement to keep her away from direct fire, so removing it would be detrimental for her.
Sure, you can nerf sparks’ speed. Give her the hp to go with her lower speed, and she’d be all set.
