On average, yes. But the fastest TTK won’t be any quicker, especially if damage was tweaked too…

This is precisely what I meant… on average it will definitely change. The fastest ttk won’t change unless damage was tweaked. If they tweak it down then even average ttk won’t change much.
Always seems like devs use TTK to mean fastest possible time with no spread, whereas players use it to mean the time for an average engagement where both players have decent aim and movement.
We do look at both.
Although the ‘average’ player has 25% accuracy (3% headshot).
It’s very difficult to categorise and define ‘decent’ players until we get a skill rating in, and then we need a larger sample size for the data to be relevant.

i mostly worried about the diversity in TTK. from Instakill at short range to Whole-clip-wasted-no-kill.
We’ll be making kills much more consistent in the next major update to see how it goes.
Slightly toning down the super-fast kills at point blank but making mid-range and long-range more reliable.

How? How do you slightly tone down super fast point blank kills? Lower ROF? Lower Damage? Smaller Headshot hitboxes and larger torso Hitboxes?
Faster Spread Recovery?
When are add-on sights coming? I expect to see a video update on this one

I don’t really want to go into specific as that tends to cloud judgement and you guys form opinions before actually trying it 
I’ll look forward the change, but I hope you’re able to take your concentration to tweak it seriously for next few weeks (possibly) after the change. 
It’s really frustrating experience that I’ve had on other games that they change the game but aren’t ready to keep on tweaking with concentration.

Sounds too good, where is the catch ? ;p Hopefully you will succeed this time around so people can focus on balance rather then thinking about how to make gunplay enjoyable :<

My bet is that they will reduce damage per shot but also reduce the damage drop off. This will make the faster than average ttks more consistent across ranges. Close range will take longer due to less damage per shot but longer range kills will be quicker because the damage drop being less will still have you deal more damage than before.
Hopefully it won’t be so painful vs snipers who 1hk you now while you need to land like 5 headshots. I still want snipers to win in that situation, I just want it to be slightly less dominant for the sniper.
Having a sometimes slightly clouded judgement and a tendency to “form opinions before actually trying it”, surely that cannot be us?
