Go to your profile, mouse over the avatar, click change picture when that pops up.

Yea the option to change it doesnt pop up for me either. Odd. All that shows up is a grey box that says my name xD

Download the Nexon launcher and change it there then. Just relog after you change it for it to take effect.

Yea this crap is messed up xD Launcher doesnt have dirty bomb, tried changing it to something different, POS i give up, its stupid anyway.
