Strange brightness/lighting bug

Everything is tinted bright white, can’t see very well at all

I’ve tried reinstalling, didn’t do anything
I use a Radeon card, not sure which one specifically

I haven’t heard of this before… I’m going to move this to the tech forums perhaps someone there has more insight =)
