Here are my issues. I have .pk3 explorer. I also got a xml editor to look at the .voice and .menu files but it can’t save them properly. What program is supposed to be used to open edit and save these files.

Haven’t changed these files, but most of the stuff you can do with notepad. Just make sure you use save-function, not save as. If you want to make a new one, then copy/paste old file, and change it.

Hi mooch welcome to the forum
I would try the following:
Rename the file to xxxxx.txt, open it in a text editor such as Wordpad. Then when I am finished, rename it back to xxxxx.voice. Make sure to make back up copies before you do this, just to be safe.
I cannot guarantee that it will work, but it is what I would try.
