Something still wrong with quick join - empty server preference

I often have this situation:

  1. I choose 1-2 maps to play (which are still not remembered correctly by the game, even though one patch said they are…).
  2. I try to join a server and I’m moved to an empty one.
  3. I immediately quit and repeat the process - this time I’m moved to a nearly full server in the middle of a game.

It happens with low ping on both servers.
