They should be fighting when its appropriate; eg protecting teammates / objective etc.
In the video, there were many examples where this did not happen, and when it did it was a pretty weak effort.
That said, the video itself was probably scripted and the bots were on easy. 
You take that back! I know for a fact that badman is a great player who just had a cold that day!

Seems I mucked up big time.
To clarify, my first two posts weren’t meant to be taken seriously, I was just pulling OP’s leg.
slightly off topic but almost relevant, I’ve seen people talking about setting bots on easy, afaik, there is no bot setting, the bots play as the same rank you are, leveling up as you do so it’s always an equal challenge and the bots will have the same abilities
Theres a bot setting, which was shown in the E3 video.
Plus you can look at the xbox/ps3 achievement list which rewards players for completing the campaign on Hard.

Win all storyline campaign missions (exc. What-If missions) in either Online Versus, or in Hard mode
The reason they level up with you is so that they also have access to the same tactics that you do.
I think the way that forum members have handled this question is kind of pathetic… Nitpicking and nomenclature aside, the comment in the OP strikes me as a legitimate question. Indeed, it is something that I have noticed as well.
The above explanation does not satisfy me, particularly because certain videos feature the first-person views of experienced players from Splash Damage (i.e. Jolly, Badman, et al.). In one instance, I believe that there was even a soldier-class duo (of human players), and yet they refrained from opening fire but instead sloppily maneuvered behind some partial cover while eating bullets from the enemy team.
Since this question hasn’t garnered the responses that I think it warrants, I will restate it for everyone’s benefit.
In my view, part of the answer might rely on Brink’s mechanics of:
- Limited ammunition
- Medical player escort
With the likelihood of enemy revival and the limits of your own ammunition, it might be more prudent for a player who is on the front line, albeit greatly outnumbered, to simply wait for the reinforcement of his/her teammates (until a critical mass is reached) before launching an assault on the enemy team. This could serve both to maximize one’s combat effectiveness as well as limiting downtime due to respawn queue and respawn transit.
However, without a real feel for the pace of gameplay, in part due to video editing and the lack of a complete gameplay package, this is difficult to for me to judge.
FWIW: Typed words do not have tone, but it behooves people to do their earnest best to be conscious of the perceived and potentially interpreted tone in both composing and responding to the messages of others. Pro Tip: This even applies to internet trolls, as one can increase his/her potency by leveraging tone. lol

I got that only after reading your post twice.
It was highly sarcastic, hard to spot, and I wouldn’t think the newcomers (OP etc) got that 
I don’t think it’s as big a problem as people are saying. I’m re-watching the vg24/7 footage, just to be sure.
Got through the Security side (I went too far when i was skipping buffers so I haven’t gone back and watched the Resistance side yet) and saw all of 3-4 points where he doesn’t shoot. First, he and fluffy_gimp down an enemy and you see a guy rushing over, and instead of shooting (it’s an awkward pause really) he pulls a Molotov. Then there are 2 different points where he’s damaged (audio loses all it’s treble, gets quieter) and has line-of-sight on enemies but seems to be looking for cover. Then there’s one point when there’s 3-4 seconds left on the bomb timer, and he seems to have about half a magazine of Kross ammo but switches to the Rhett and reloads instead.
In the Hostage segment (I think it’s the same mission, but it feels SO different from the main Security footage) he does, indeed, overlook a soldier so he can buff health and revive a guy. Don’t know what to tell you there. I’ll edit in what I see for the Resistance.
EDIT: Ok, we see Badman run through a group of downed friends and enemies, some of which may or may not be down. He kills all of one guy as he is moving and he clearly had more than one live enemy sitting there. But he’s on his way to an objective, so I don’t REALLY mind it. Gets the defuse off, and sees an enemy, but as you can see he’s seriously grape jellied, and using a shotgun at the time against a target way out of range, so again I don’t mind too much. Then we talk to Paul Wedgewood and the footage is over.
