A bit too much like an ivan, the trunklayer ability is very cool, but needs to go under cover and through buildings (it appears subteranean anyway)
I like him and I use him because I like him, not because he adds anything much beyond what Ivan offers. With the Futbao outfit and a Biffo he looks so gangster that he simply deserves a place once in a while. 
No reason to pick him over Ivan IMO.
Make his ability like orbital strike, only that its linear
Goes through cover, LOS not required, and can select any square in range to activate it
