His rocket/grenade launcher thing has a small cooldown but compared to someone that uses explosives like Pharah or Junkrat he they’re not all that powerful or versatile, considering Pharah’s likeliness of being above who she’s shooting at and Junkrat’s indirect fire.
His rifle is in a really big middle ground compared to other hitscan weapons.
His healing ability is nowhere near as powerful as any healers.
There are people who have better mobility than him and his sprint and he’s really on the low health side.
What people tend to complain about even in the game itself is Ultimates in soldier’s case 1/5 of your screen is marked with a big circle, so long as an enemy is that circle he’ll go for headshots and his gun will track them so long as they’re inside but you’ll still need to try to center the them into that huge circle and some tanks can survive through all the damage he does some can even mitigate it entirely or outright kill him with one guy since he deflects shots right back. There’s also the fact that every ultimate is loudly announced by the enemy with only Reaper and Pharah announcing mid deployment so taking cover or outright killing soldier is possible while he’s about to activate his ability.
Dirty Bomb, TF2 and Overwatch are completely different games in my opinion and don’t get why anyone makes a comparison of any, especially when talking about Soldier 76 who’s meant to be “generic soldier” for overwatch, who’s meant to follow a style anyone can handle easily.
