The first option is ridiculous - headshots are already easy enough to hit so you don’t need a better scope. But the main issue is that if you were to increase the damage so that it can one shot Sparks/Aura with a BODYSHOT, it would need a SERIOUS rate of fire nerf. Plus, the changes that you are suggesting (specifically the firerate) only serve to make the FEL-IX more like the MOA. Good balancing of weapons is done by making all guns viable while KEEPING each guns individuality and specialty separate from each other. We don’t want all our guns to be exactly the same as the rest. We should instead see the FEL-IX getting buffed in ways that encourage a different playstyle to that of the MOA.
The second option would open up a decent trade off that would make the choice between the FEL-IX and the MOA a bit more strategic, but it’s definitely not the best idea I’ve heard or/come up with myself.
A much better option would be to simply remove the insta-gibbing ability from the MOA and increase its magazine size, while nerfing the firerate and magazine size of the FEL-IX but allow it to keep its insta-gib ability. That way the MOA is the best option for casual players who are new to sniping, while the FEL-IX is the best option for experienced players who want to prevent their targets from being revived. The MOA would not be overpowered in the hands of the pro players like it is right now, and the FEL-IX would receive some viability in the form of the only gun in the game that can insta-gib.
That said, insta-gibbing is going to be reworked for this week’s update, so we’ll have to wait and see what they do there - it might render everything we’ve suggested to be completely irrelevant.
