Shuffle in Lobby broken sometimes

i ve seen it already happen 3 times. In Lobby the server shuffles uneven teams: 7v4, 7v3 and even 2v0. Noone disconnected/connected after that shuffle.

Like it even matters, though. 90% of the time the teams are so unbalanced in skill that it is a slaughter. I’ve had games where they shuffled 4 or 5 times and it was never even close to balanced.
