Yes, I recall the angry youtube video about loadout cards and not having the classes. But you can trade them to other cards, and who knows what merc you purchase or get next on free rotation.

I like to have a couple of lead/iron loadouts ready when i purchase a new merc. So i’m for keeping the system as it is now.

Yet another bias poll. Yet I’ll indulge. Getting cards for classes you don’t have yet is a good thing because it means new players can start accumulating possible loadouts for classes they will buy eventually. Otherwise all new players would end up with a million useless Skyhammer and Aura cards and be screwed with new mercs.

Like many have said, standard cases and all the lead cards make for good trade-up fodder (plus, you just might get the occasional useful cobalt XD)
What I hope to see, and something similar to what OP suggests, is ELITE cases having a slight reduction in price, but giving a random loadout of a specific merc, i.e. a Sparks elite case, or Fletcher, and so on.
I say this, because there are mercs I’ve tried out, and NEVER want to play (like Rhino, or Bushy, or Aura) so spending real money on an elite case, hoping for a cosmetic only gain, and possibly ending up with a loadout for a merc I’ll NEVER use, is the reason why I’ll never buy one.
However, I’d give it a shot if my idea, or something similar, becomes an option. Sure, I may still get a loadout I don’t want, but at least it was for a merc I actually play…
A gamble is okay, TOO much of a gamble is a turn off, or just serves to piss some people off.

i doubt duplicate load-outs would make a difference, because they could be traded up. Also if you own all mercs that was done on your part so getting a cobalt for any of your mercs should be exciting.
I too own almost all the mercs besides bushwhacker and phantom and all i ever get is bushwhacker and phantom cards like nexons sick joke.
