So, anyone who logs in between the 28th and 4th, will get Phoenix completely out of charge (as you probably know), so obviously a lot of people are going to have him, but for those who didn’t catch the giveaway, it would be nice for them to also have a chance to try him out in a free rotation.

It should in the future. Otherwise people that will start the game after the Phoenix event will never have a chance to try him out.
If I recall correctly he was on rotation just over 3 weeks ago. He’ll return for the free rotation at some point in the future, but probably in a few more cycles. As for the giveaway - everyone who hasn’t claimed has 3 more days to do so.
Not for the foreseeable future, hopefully. It would be pretty useless considering all players own him now and a wasted spot after all.
