Has anyone found these to be effective? So far it seems to me that they deal less damage than just going for a full body chest shot, perhaps because the head is smaller and some of the pellets miss the head.

They don’t seem to do any more damage.

They indeed do more damage, but yes, more pellets can miss. A direct HS at point blank range is an instant kill on most mercs(Might be all, need to check the numbers).

I did some OS on fragger but on Rhino it seems to me pretty much impossible since you’ll miss some pellets anyway. In practical situations, you better aim for the top half of the body, that should work. Normally, some pellets will end in the head.
