The custom settings I have set for DB keep resetting themselves every relaunch of the game. I’ve heard that changing it from read-only to writeable fixes this problem. But I’ve set it to writeable many times and every time I start up the game, it forces it to be read-only again.

You should only have to uncheck read-only in the ShooterEngine’s file properties, no need to mess around with the file’s permissions. If that doesn’t work just delete it - the game will regenerate a fresh one for you. Of course that will set all your settings back to the default, so make sure you remember the important ones (e.g sensitivity).
