It’s possible that starting the game in English and changing to German, or vice versa, may have caused some issues when generating and downloading files. This may not have been fixed by fully reinstalling the game. It may not be the root cause of this issue, but it’s worth fixing anyway.
Please try the following:

[li]Exit Brink if it is running[/li][li]Go to [b]…\Program Files (x86)\Steam\steamapps[/b][/li][li]Delete all Brink *.ncf files[/li][li]Go to …\Program Files (x86)\Steam\steamapps\common\brink\base[/li][li]Delete all zzz*.* files[/li][li]Run Brink through Steam[/li][li]You may have to wait some time for some files to be re-acquired from Steam and verified[/li][/ol]
You can also try clearing the server history (note this will clear your browsing history for other Steam games, so best to keep a backup).
