It’s been a bug that’s existed pretty much as long as the game has. When people get reported, a bot joins the server the next match and records the next match - DemoRecordSpec or something like that. Wastes a player slot. And usually imbalances the teams. Pretty damned stupid obviously, but apparently it’s been absolutely impossible to come up with a solution.

Spectators count towards the player count in the server but not in the number of players displayed in the server browser. It’s been an annoyance for a long time and devs are certainly aware of the issue.
Bots do not join servers when players are reported AFAIK.
