What is the entity you are trying to rotate? If it’s a model, you can do this: create a func_rotating entity out of one origin and one nodraw brush, align the func_rotating so that it rotates with the proper direction and speed that you are looking for, then select your model and your func_rotating and hit ctrl+k to target the model at the func_rotating. Now the model will be drawn with its origin at the center of the origin brush of the func_rotating.
Its a misc_portal_camera.
I guess its the same with: target_effect / target_smoke etc
