I notice now that the Ticket page on the support is now telling us to use the in game way. How are we supposed to report someone if we are or they are no longer in the lobby? Is there another place where we can report cause iirc the fourms have a No Name and Shame rule

You can still submit tickets to Support just fine, it doesn’t stop you doing so per se, it simply suggests in-game reports are also a thing.
From the screen you most probably did this assumption tickets are no longer a thing, scroll down and you see as follows:
