I can’t even use quick join anymore. Every time I click play, it searches for about 30 seconds, then puts me on a completely empty server. It negates the point of quick and it has been doing this for a while. I just use the server browser now since it refuses to put me on a server that isn’t empty.

I think I know what to do!!! You have to verify your game cache (see below) on Steam. I don’t recall 100%, but I had the same problem and I had to join servers manually, but I ended up getting an error with some of the servers saying that I had to update my game. If the verify game cache didn’t work, you could redownload the game (which I recall not doing).
I do recall right clicking Dirty Bomb in my Steam Library and clicking on properties, click on local files and verify integrity of game cache is the bottom option. Not only that, I put my automatic updates on high priority (it’s on the update tab, one tab left of the local files tab or right of the general files tab). Not only this, I have my global settings set to allow background downloads, which you personally, may not want on. Anyway, this may solve your issue.

I would also like to mention that it did this to me yesterday and I fixed it yesterday. I’m just glad I solved it pretty fast.
