I am a level 16 right now but I have the skill of a level 8, I can’t use quick join right now because it always prioritizes min level 10 servers, where I get stomped. Is there some way that I can exclude min level 10 servers from the quick join or at least reduce the priority so it checks other servers first?

No, you are going to have to use the server browser which I suggest you use in the first place.
